This seminar is being presented to designers, developers and testers of wireless products. As the technologies evolve, the regulations for measurement and certification of wireless products are constantly evolving and creating challenges for electronics industry. Keeping abreast of these changes and the nuances of the regulations is critical for speeding electronics products’ time-to-market. Fierce competition from rival developers creates additional pressure to design the devices for compliance with the regulatory requirements and “getting it right the first time.”

New spectrum and services are being allocated in the US and abroad as the demand for higher speed and multi-point access to information pushes developers to create highly integrated products. Exotic, broadband modulation techniques cram more bits-per-hertz into the allocated spectrum. As it is not uncommon to find multiple-transmitter devices, the challenge to certify these devices creates issues dealing with radiation hazards, electromagnetic compatibility (EMC) and certification strategies.

Our Lecturers have a wealth of experience and information in the field of product certification and will share their perspective and insight on the regulations and evolving requirements for radio frequency systems. This goal of this seminar is to present the latest information on these evolving requirements and to give attendees better understanding of the processes and procedures for approving Wireless equipment.

Art Wall
Former Deputy Chief of the FCC Laboratory

Art Wall recently retired from the Federal Communications Commission as Deputy Chief of the FCC Laboratory with over thirty-five years experience in radio regulatory issues, Electro-Magnetic Compatibility (EMC), EMC standards and conformity assessment. He authored and participated in the development of numerous mandatory and voluntary standards for low power transmitters and for controlling radio interference. Mr. Wall was first Secretary and then Chairman for over 15 years of Subcommittee A dealing with instrumentation and measurement method for the International Special Committee on Radio Interference (IEC/CISPR), under the auspices of the International Electro-Technical Commission (IEC). He is a Fellow of the Institute of Electrical and Electronic Engineers (IEEE) and is well recognized by industry.

He was instrumental in developing and overseeing several of the FCC equipment authorization programs, including the Telecommunication Certification Body (TCB) program, which essentially privatized the FCC certification program for a number of high risk telecom products. Working with all parties (manufacturers, laboratories, regulators, accreditors, and trade associations), a program acceptable to all parties was adopted by the FCC, which allowed private sector entities to approve telecom equipment. TCBs are now granting 92 percent of the applications for certification of telecom equipment for the FCC, which allows greater choice for manufacturers, speedier service and more flexible uses of FCC resources.

Art was also the lead FCC negotiator for developing Mutual Recognition Agreements with the European Union, the Asian Pacific Economic Cooperation (APEC) and Inter-American Telecommunication Commission (CITEL) of the Organization of American States. These agreements allow entities in countries that agree to participate in the MRA the opportunity test and approve equipment for the FCC under the terms of the MRA, all of which follow the international standards for conformity assessment. Conversely, U.S. Conformity Assessment Bodies can test and approve equipment to the regulations of participating member countries.

Mr. Wall has a B.S.E.E. from the University of Maryland and a Master’s in Electro-Physics from George Washington University.

Dennis Ward
Reviewing Engineer, AmericanTCB

Dennis Ward is senior applications examiner for AmericanTCB. He has been involved in many aspects of EMC, wireless and product conformance for many years. He has worked as a EMC test engineer and Director of Laboratories for CKC Laboratories. He has consulted on numerous products for world-wide approval, including cellular, 3G, Wi-Fi, Spread Spectrum, Digital Transmission Systems, Wireless Access Points, and numerous licensed and unlicensed products. He has performed certification review for conformance with Specific Absorption Rate (SAR) requirements and radiation hazards.

Mr. Ward has been directly responsible for accreditation issues and activities supporting Telecommunications Certification Bodies, accreditation to ISO Guide 65 and ISO Guide 17025. Mr. Ward is a EMC and ESD NARTE-Accredited Test Laboratory Engineer.

Glen Moore
EMC/Wireless Manager, National Technical Systems Calgary


Glen Moore is the EMC/Wireless Manager for the Calgary Alberta facility. Glen has 18 years of direct experience in Wireless, Telecommunications and EMC valuation and approvals. Glen has previously worked with Certelecom Laboratories, SGS Test Services and Nortel Wireless Networks. His experience includes numerous wired and wireless protocols and technologies. Glen holds a technical diploma in Electronics Telecommunications from Senaca College.

Tom Tidwell
Manager of Wireless Services, National Technical Systems

Tom Tidwell is the NTS Manager of Wireless Services. Tom is a NARTE certified EMC Laboratory Engineer with 20 years of direct experience in Wireless, Telecommunications and EMC evaluation and approvals. Tom has previously worked with Certelecom Laboratories, KTL Laboratories and Nemko. His experience includes numerous wired and wireless protocols and technologies. Tom is trained and experienced as a Certification Assessment Body review engineer for the US, Canada, and the EU. Tom holds a technical degree in Electrical Engineering from Valdosta Area Technical College, and is currently completing his Masters in Electrical Engineering and Engineering Management at Kennedy Western University.
